Dump Ninja Junk Removal is a Woodland, CA junk removal and debris hauling company that has built its crew, fleet and documentation around the work public agencies actually put out to bid: encampment abatement, illegal dumping abatement, litter abatement services, right-of-way cleanup and PBID maintenance. This page is written for the public works director, district manager or procurement officer who needs to know, before the first phone call, what a municipal cleanup contractor from Yolo County can and cannot do. Everything below is capability and readiness. Where we have a limit, it is stated.

What the work involves

Municipal cleanup work in the Sacramento Valley breaks into a small number of repeatable scopes, and Dump Ninja quotes and staffs each of them the same way: a defined site, a defined start condition, a defined end condition, and a photo record that proves the site moved from one to the other.

Encampment abatement. The removal of abandoned structures, tents, pallets, tarps, furniture, accumulated refuse and debris from a site after the agency has completed its own notice, posting and outreach process. Agencies sometimes call this encampment cleanup; on Dump Ninja’s government pages we use abatement, the term most solicitations use. The work is sequenced: walk and photograph the site, identify anything that requires a specialist, separate items the agency’s protocol treats as personal property, bag loose refuse, break down structures, load, rake, sweep, photograph again. Sharps are collected in puncture-resistant containers. Anything that is beyond us, we stop and refer out, and we say so in the incident notes. Dump Ninja handles the site condition. The agency handles the people, the notice and the policy.

Illegal dumping abatement. Recurring pickup of dumped material at known hot spots: county road shoulders, canal banks, dead-end streets, alleys behind commercial corridors, and the edges of parks and levees. Mattresses, tires, construction debris, appliances, furniture, bagged household trash, yard waste and the occasional boat. Dump Ninja quotes this as a per-site response or as a scheduled route with a standing crew day, and every pickup is logged with location, before and after photos, volume and disposal facility.

Litter abatement services. Hand litter pickup along corridors, interchanges, frontage roads, bike paths and open space, with bagged material staged and hauled the same day. This is the scope behind most Clean California local grant work, and it is the kind of route a city can fund by the corridor-mile. Dump Ninja staffs it with two-person crews carrying grabbers, buckets, rakes and contractor-supplied PPE, and scales to four on wider corridors.

Right-of-way cleanup. Debris hauling and site clearing along the public right-of-way: shoulders, medians, sidewalks, easements, drainage ditches, fence lines, railroad-adjacent parcels and the ground under overpasses. The truck stays on the pavement; the crew works the slope with hand tools. Where a scope requires a loader, a claw truck or traffic control beyond cones and a flagger, Dump Ninja quotes it with partner equipment and says so in the bid.

PBID maintenance and BID clean team services. For a property and business improvement district, the work is a schedule rather than an event: sidewalk litter, overflowing cans, dumped material behind storefronts, alley sweeps, encampment debris on district frontage, and event-day setup and teardown debris. Dump Ninja quotes clean and safe services as a weekly or daily route with a named crew lead, a route sheet and a monthly report the district manager can put in front of the board.

Vacant lot and parcel cleanup. Agency-owned or tax-defaulted parcels, housing authority properties between tenants, and lots cited under a nuisance abatement order. Full clearing of debris, furniture and refuse; brush and vegetation haul-away once it is cut; sweep and photograph.

Across all six, the documentation is the same. Dump Ninja delivers a per-site photo report showing the start condition, the work in progress and the end condition, with a date and time stamp, the crew lead’s name, the volume hauled, the disposal facility and its weight ticket where the facility issues one, and any incident notes. A public works department can attach that report to a work order, a grant reimbursement claim or a council packet without reformatting it.

Who calls Dump Ninja

Dump Ninja Junk Removal serves public-sector and district buyers across the Sacramento Valley. The list below describes who this capability is built for. It does not describe current clients; Dump Ninja does not list contracts it does not hold.

Public works departments. City and county public works, streets and maintenance divisions that need a public works cleanup contractor for encampment abatement, illegal dumping response, litter abatement and right-of-way debris hauling. Public works is usually the department that owns the hot-spot list, the work-order system and the disposal account, and Dump Ninja is built to plug into all three.

City and county agencies. Code enforcement, parks and recreation, neighborhood services, environmental services and county roads divisions in Yolo County, Sacramento County, Solano County and Colusa County. Code enforcement in particular needs a contractor who can clear a cited parcel on a fixed date and return a report that stands up in an abatement cost-recovery hearing.

PBIDs and business improvement districts. Property and business improvement districts, downtown associations and merchant districts in Woodland, Davis, West Sacramento and Sacramento that need a PBID maintenance contractor or BID clean team services on a schedule. The national clean and safe contractors have no crews in the Sacramento Valley. Dump Ninja is local, staffed and insured for exactly this scope.

Special districts. Park districts, community services districts, reclamation districts, water and flood control districts, cemetery districts and school districts, all of which own frontage, easements, canal banks or open space where illegal dumping and encampment debris accumulate. Special districts often have the smallest maintenance staffs of any public entity; a contractor who can show up with a crew and a truck on a purchase order fills a real gap.

Transportation corridors. Caltrans District 3 covers Sacramento and Yolo counties, and its Clean California program has put real funding into litter abatement and cleanups along state routes and interchanges. Dump Ninja is equipped for the hand-crew portion of that work: litter pickup, debris hauling, embankment and interchange cleanup, with the truck staged on a safe shoulder. Work inside the traveled way or requiring lane closures is quoted with a traffic-control partner.

Housing authorities and public housing operators. Turnover cleanouts, dumped material on housing authority property, and encampment debris on the edges of public housing sites. Dump Ninja already does this work for private property managers across Yolo County; the public-sector version adds the documentation package and prevailing-wage compliance.

Property owners working alongside an agency. Sometimes the site is private and the agency is the one applying pressure. Dump Ninja serves that owner through the commercial property cleanup side of the business, with the same crews and the same photo report.

How we coordinate with agencies and law enforcement

Dump Ninja Junk Removal takes its direction from the agency. That sentence carries most of the coordination model, and it matters most on encampment abatement in Yolo County and Sacramento County, where the sequence before the crew arrives is set by law and by the agency’s own policy.

The agency owns notice, posting and outreach. Dump Ninja never assumes the notice-and-posting obligation. Whether the jurisdiction posts 72 hours, seven days or longer, whether outreach workers make a final contact the morning of, and whether personal property is bagged, tagged and stored, those are the agency’s decisions and the agency’s procedures. We work to whatever timeline that produces. We ask for the posting date, the scheduled abatement date and a copy of the agency’s written procedure before we quote, and we confirm the morning of the job that the posted period has run.

On-site lead. Every Dump Ninja crew on a public-sector site has a named lead who is the single point of contact for the agency’s field representative, the outreach team and any law enforcement officer present. The lead checks in with the agency representative on arrival, walks the site boundary, confirms the scope, and checks out with the same representative before the truck leaves. Check-in and check-out times go in the report.

Law enforcement. Where the agency has law enforcement or park rangers on site during an abatement, Dump Ninja’s crew does not start work until the agency representative or the officer in charge clears the site for entry. The crew does not engage with anyone present on the site about leaving, about property or about enforcement. That is not our role, and it is safer for everyone that we stay out of it. If a person returns to the site during the work, the crew stops and the lead notifies the agency representative.

Incident notes. Anything out of the ordinary is written down: a person present on site, an animal, a structure that cannot be safely broken down, a container of unknown liquid, a quantity of sharps beyond what the crew’s containers hold, evidence of a fire, anything that looks like a weapon, or a hazard that requires the crew to stop. The note records the time, what was found, what the crew did, and who at the agency was told. Items that require a specialist are left in place and photographed, and the report says so.

Stop-and-refer. Dump Ninja is a debris hauling and cleanup contractor. When something on a site is beyond us, we stop and refer out. Suspected hazardous materials, biological hazards beyond incidental sharps, fire debris with suspected asbestos, and anything that requires a hazardous-waste manifest are called in to the agency for its own specialist. We would rather lose an hour on site than haul something we should not.

Traffic control. For right-of-way cleanup on a shoulder or frontage road, Dump Ninja provides cones, a flagger where the agency’s plan calls for one, and high-visibility PPE. For anything that requires a lane closure, a moving closure or a traffic control plan approved by the agency or Caltrans, we bring in a traffic-control partner and identify that partner in the quote.

Equipment and capacity

Dump Ninja Junk Removal runs the largest hauling capacity of any independent junk removal crew in Yolo County, and it is worth being exact about what that means for a public works scope in the Sacramento Valley.

Trucks. A 21-yard 2025 Isuzu NRR with a 14-foot dump body, and an 11-yard truck. Most haulers in this market run 10 to 15 yards. On an encampment abatement or an illegal dumping route, the 21-yard truck means fewer trips to the landfill and more crew time on the site. Both trucks are dump-body units that unload at the facility without hand-offloading.

Trailers. Enclosed and open trailers for staged loads, appliance and mattress separation, and sites where the truck cannot get close enough to load directly.

Crews. Two-person crews as the standard unit, scalable to four on larger scopes or on a day with multiple sites. Every production employee is OSHA HAZWOPER certified. Every crew has a named lead. Crews are Dump Ninja employees, not day labor, which matters for certified payroll and for the consistency of the work.

Maintained dumping account. Dump Ninja maintains a dumping account at Yolo County Central Landfill, 44090 County Road 28H, Woodland, and hauls there on nearly every Yolo County job. For Sacramento County work, where solicitations typically name the North Area Recovery Station or Kiefer Landfill, Dump Ninja hauls to the designated facility and returns the weight tickets with the report. Disposal is billed as a pass-through with the ticket attached, or built into the unit price, whichever the solicitation specifies.

Contractor-supplied PPE and tools. High-visibility vests and shirts, cut-resistant and nitrile gloves, eye protection, steel-toe boots, N95 respirators for dust, puncture-resistant sharps containers, litter grabbers, rakes, shovels, brooms, contractor bags, tarps, bolt cutters, reciprocating saws and hand tools for breaking down structures. The agency supplies nothing but the site, the scope and the schedule.

Hours. Dump Ninja operates seven days a week and staffs public-sector routes to the agency’s hours of service, including early-morning starts in business districts before storefronts open.

What Dump Ninja does not own, stated plainly. We do not own a front loader, a skid steer, a claw truck or a grapple truck. The City of Sacramento’s citywide encampment solicitation, for example, has asked for at least two front loader or claw machines, and Dump Ninja cannot meet that line item with its own iron. On scopes that call for mechanized loading of very large accumulations, Dump Ninja either subcontracts the machine work to an equipment partner and self-performs the hand crew, hauling and documentation, or quotes the scope with partner equipment and says so on the face of the bid. On the hand-crew scale of work, which is most encampment, litter and illegal dumping abatement in Yolo County, our own fleet and crews are the right size.

What we will and will not claim

Public agencies get burned by vendors who overclaim. Dump Ninja Junk Removal’s approach on every government and district page is to say exactly what is true and nothing further.

We are fully insured. We do not claim EPA registration, hazmat transport licences, or contract awards we do not have. If a job needs a specialist, we say so.

Every production employee is OSHA HAZWOPER certified. That means the crew is trained to the standard in Cal/OSHA CCR Title 8 § 5192 that governs work on contaminated sites, the same standard OSHA has stated applies to encampment work when a governmental body recognises the site as an uncontrolled hazardous waste site. It is the credential a public works director screens for. It is also a worker-training standard, not a disposal licence. HAZWOPER says our people are trained for the site. It does not make us a hazardous-waste hauler. Dump Ninja is not registered with the Department of Toxic Substances Control as a transporter of hazardous waste and does not hold an EPA ID number. We haul debris. Anything that requires a manifest goes to a specialist the agency selects.

We do not hold a CSLB contractor licence and do not need one for cleanup, litter abatement and debris hauling. We do not take down buildings or perform licensed construction trades, and we do not describe our work that way. Makeshift structures on an encampment site are broken down as debris; buildings are not.

We do not claim a government contract, a city partnership, a PBID account or a grant-funded project that we have not completed. When we complete one, it will be the first documented case study on this site, with photos and a written report. Certificate of insurance (COI). Issued by our insurer, naming the agency as additional insured under commercial general liability on request, with the certificate-holder wording the contract specifies. Lines carried: commercial general liability, commercial auto, workers’ compensation (through biBERK) and umbrella. All active in 2026. Renewal certificates are issued to the certificate holder automatically at each policy term.

Business license. City of Woodland business license, current. Business licenses for other jurisdictions are obtained as the work requires.

Photo report per site. A sample report is available so the agency can see the format before the first job: before, during and after photos, date and time, crew lead, volume, disposal facility, weight ticket and incident notes.

Prevailing wage and certified payroll. Dump Ninja can comply with prevailing-wage and certified-payroll requirements on public work, including electronic certified payroll reporting to the Department of Industrial Relations. We register with the DIR as required for public works before bidding, and we confirm our registration status in writing for each solicitation.

Vendor registration. Dump Ninja registers with the procurement systems of the jurisdictions it serves and can complete an agency’s vendor application, supplier diversity questionnaire and insurance endorsement forms on request.

Areas served

Dump Ninja Junk Removal stages both trucks at 709 Matmor Rd in Woodland, which puts the whole of Yolo County inside a short drive and most of the Sacramento Valley inside an hour. For public agencies and districts, that means a crew can be on a Woodland, Davis or West Sacramento site the same morning a work order clears, and on a Sacramento County site the same day.

In Yolo County, Dump Ninja serves the City of Woodland, the City of Davis, the City of West Sacramento, the City of Winters, the unincorporated county including Esparto and the Capay Valley, and the county road network that connects them. Yolo County is home ground: the trucks dump at Yolo County Central Landfill, the crews live here, and the county’s canal banks, levees and rural road shoulders are the illegal dumping hot spots we know best.

In Sacramento County, Dump Ninja serves the City of Sacramento, Natomas, Rio Linda, Elverta and the unincorporated north county. Sacramento County work runs through the Yolo Causeway on Interstate 80 or across the river on Interstate 5, and both trucks make that drive routinely for commercial property work today.
